Capital District's been courting Sematech for 20 years

Abstract:
Ronald Reagan was in his second term, "Lethal Weapon" was a box office hit and Sematech only existed on paper.
Two decades ago the consortium of 13 high tech companies set out to bring the U.S. back to the forefront of the computer chip manufacturing industry. To do that they needed to build a 200,000 square-foot, semi-conductor research and development facility that would employ some 800 people and have an annual budget of $250 million over at least six years.
Obviously, like today, states were wooing such endeavors with a variety of tax breaks, free land and infrastructure and other incentives. Reports claim all 50 states expressed an interest, and at the wire, New York was in the hunt after making the final cut of 12. No expense was sparred.
