Some R&D is Ruin & Defeat
Abstract:
The White House's fiscal year 2008 budget asks for a record $142.7 billion in federal R&D spending. The American Competitiveness Initiative would receive more than $11 billion, networking and information technology more than $3 billion and the National Nanotechnology Initiative $1.45 billion.
No amount of money, of course, is ever considered enough. The 2008 budget plan prompted the usual complaints from politicians and interest groups. But instead of bickering over money, what we need to ask is whether we're getting our money's worth.
