Budget plan gives $21M to tech center
Abstract:
Gov. Mitt Romney said he is committed to building a $21 million nanotechnology center at the University of Massachusetts Lowell, a project university officials and local lawmakers have been working to get off the ground for years.
Romney included the $21 million earmark in the budget proposal he rolled out yesterday, a somewhat unusual strategy since major construction projects are typically financed through loans in a separate capital budget.
